The best way to keep these flashers out of the penises is by being an extremely selective and thorough searcher. You are not limited to penis flashers (or any sex partners) and would be more likely to find an active and interested user when searching for something like "bisexual". I would also like to have users registered with a unique username that will stay with them for life. So that the flashers who are trying to fool the community can't find someone to fool in the future. This way, they don't have to worry about the people who do their searching for them (the ones who know who they are) finding their username and being able to use it to do the same thing. So for all users, the registration and profile pages will not have "private" or "unlisted" sections. That means that all the penises that are registered will be publicly visible and you will be able to find all of them by searching the user profile. I will not allow anyone to search for a specific penis or a specific name. It will be limited to penis names and penis categories that have been registered. But I would encourage you to be able to use search to find a specific penis by matching it to a user's name.
My profile image will be an image I create in Photoshop or similar software. This is to be able to search the user profile.
I also think that it is a lot more effective to get someone to flog you than to flog someone else. Also, I would match penis flashers to a group of other penis flashers to eliminate some of the risk of some of the more aggressive flashers being matched to people who have a problem with the flashers.

I'm not sure who this person is, but he/she posted this comment under my comment: "I would make sure to use clear language on the registration page that states each user's public identity will remain anonymous. Then, I would, by default, match registered users to other registered users. I suspect just having users register alone would eliminate some of the penises. Furthermore, for registered users, I would develop a reputation system based on rating chat partners (thumbs up, down) and flagging inappropriate behavior.
